Foreign & anonymous donations

Restrictions on non-Kenyan funds and anonymous cash — the policy intent is to protect the sovereignty of political financing; the details sit in the Political Parties Act and ECF instruments.

Foreign donations are restricted because elections are reserved for Kenyan citizens. Where foreign inflows are permitted at all (for example, donations from Kenyan diaspora), they require enhanced documentation and a clear audit trail back to a registered Kenyan account.

Anonymous cash above the disclosure threshold is generally not permitted. Parties that receive such bundles must either trace and disclose the source or return the funds. Escrow and pass-through structures designed to obscure beneficial ownership are a frequent enforcement target.
