Office of the Registrar of Political Parties

Political Parties Act, 2011 (Sec 33-35)

Registration and statutory supervision of political parties; manager of the 0.3% Political Parties Fund (PPF); receiver of annual financial returns.

Administers and disburses the Political Parties Fund to eligible parties.
Audits compliance with 30% administrative cap and 15% special interest groups quota.
Maintains the Integrated Political Parties Management System (IPPMS) membership register.
Deregisters or suspends non-compliant political parties under Section 21 of PPA.

Article 88 of Constitution of Kenya & ECF Act 2013

Conduct and supervision of elections; gazettement of election campaign expenditure limits; oversight of candidate campaign bank accounts.

Sets and gazettes statutory spending limits by elective office prior to elections.
Registers candidate campaign authorized financing committees.
Monitors campaign spending periods during general elections and by-elections.
Enforces electoral code of conduct and penalizes illegal campaign spending.

Article 229 of Constitution & Public Audit Act 2015

Independent external constitutional auditor of all political parties receiving public exchequer funding from the Political Parties Fund.

Audits the books of accounts of all registered political parties receiving PPF.
Issues independent audit opinions: Unqualified (Clean), Qualified, Adverse, or Disclaimer.
Submits annual political parties audit reports to Parliament and the ORPP.
Tracks accountability for commercial revenues, assets, and expenditure vouchers.

Article 79 of Constitution & EACC Act 2011

Enforces integrity standards for political candidates, investigates misuse of state resources in campaigns, and monitors wealth declarations.

Investigates the misuse of government vehicles, equipment, and public funds for political rallies.
Receives statutory asset declarations from elected politicians and aspirants.
Enforces Chapter Six of the Constitution on leadership and integrity.
Coordinates with ODPP to prosecute public officer electoral corruption.

Public Finance Management Act, 2012

Calculates the annual Political Parties Fund (0.3% of national revenue) and executes exchequer releases to the ORPP and IEBC.

Computes statutory revenue benchmarks from certified KRA tax collections.
Includes PPF and regulatory commission allocations in printed budget estimates.
Releases quarterly exchequer transfers to ORPP bank accounts for party distribution.
